On May 28, 1898, the Philippine flag was first unfurled after the Philippine Revolutionary Army defeated Spanish forces in the Battle at Alapan, Imus, Cavite. The national flag was yet to be formally announced on the day of that battle. It was formally presented to the people on June 12, 1898. From 1919, when the Philippine flag was once more legalized, until 1940, Flag Day was observed in October, the date the Philippine Legislature had restored the flag. From 1941 to 1964, Flag Day was commemorated on the date the national flag was unfurled in Kawit: June 12.

However, in 1965, since Flag Day coincided with Independence Day,  in order to commemorate the date the national emblem was first unfurled in battle, President Diosdado Macapagal issued Proclamation No. 374, 1965, which moved  National Flag Day to May 28.

On May 23, 1994, President Fidel V. Ramos issued Executive Order No. 179, stretching National Flag Day into an extended period, from May 28 to June 12, culminating in the celebration of Independence Day. All Filipinos are encouraged to display the Philippine flag in all offices, agencies, and instruments of government, business establishments, schools, and private homes throughout this period.

Carmen road segment of TPLEX set to open

BAGUIO CITY -- Another portion of the P23.8-billion Tarlac-Pangasinan-La Union Expressway (TPLEx) is set to open to motorists this week, an official of concessionaire Private Infra Dev Corp. (PIDC) said here on Saturday.

  Mark A. Dumol, PIDC president, said this portion -- which serves as section 1-B of TPLEx -- spans 32.30 kilometers (km) and will run from Tarlac to Barangay Carmen in Rosales, Pangasinan.

“We are targeting to open it to traffic on April 16. The project will be initially toll-free because we have to apply for that, so motorists will only have to pay up to Paniqui (Tarlac),” Mr. Dumol said during the 2014 Business Journalism Seminar held at Le Monet Hotel.

Last year, PIDC started the operations of TPLEx’s section 1-A -- a 17-km thoroughfare that runs from Tarlac City to the municipalities of Paniqui and Gerona.

Two more phases of TPLEx will be opened to complete the 88.85-km TPLEx.

Mr. Dumol said section 2 -- which runs for 13.72 km from Carmen to Urdaneta, Pangasinan -- will open in December 2014.

“Right now, section 2 is already about 30% complete. It’s doing well. We hope to complete it by the end of this year,” the official said, adding this is earlier than originally planned opening in December next year.

To complete the tollway project, section 3 -- with a total distance of 25.83 kilometers -- will run from Urdaneta to Rosario in La Union.

“We will start that by the end of this year and will complete by December 2015, ahead of our original target in 2018,” Mr. Dumol said.

TPLEx -- construction of which started in August 2010 -- is envisioned cut the travel time between Manila and Baguio to two to three hours from six.

Mr. Dumol said the highway will have security features, patrol cars and emergency assistance vehicles.

Private concessionaire PIDC is an all-Filipino consortium led by Ramon S. Ang’s San Miguel Corp.; DMCI Group; D.M. Wenceslao & Associates, Inc.; R.D. Policarpio Construction, Inc.; New Kanlaon Construction, Inc.; J.E. Manalo & Company, Inc.; and C.M. Pancho Construction, Inc.

San Miguel, which has diversified into heavier industries such as power and infrastructure from food and beverage, controls the concessionaires behind South Luzon Expressway and Manila Skyway.

Its unit, Optimal Infrastructure Development Corp., also won the P15.8-billion public-private partnership project to build Ninoy Aquino International Airport Expressway, which will link the main airport and Bagong Nayong Pilipino Entertainment City, Parañaque City, near Manila Bay.

Together with Indonesia’s Citra Group, the company has already started construction of the P26.5-billion Skyway 3, a 14-km toll road that will link North and South Luzon expressways.

San Miguel’s net income grew 42% to P38.1 billion last year, mainly driven by its P40-billion, one-time gain from the sale of its stake in Manila Electric Co. (Meralco). The sale of its 27% stake in Meralco to Gokongwei-led JG Summit Holdings, Inc. offset P15.6 billion in foreign exchange losses. Revenues rose 7% to P748 billion mainly due to improvement in sales from new businesses.

Shares of the company gained P2.50 or 3.14% to end P82 apiece on Friday last week from P79.50 each on Thursday. -- Claire-Ann Marie C. Feliciano

The porn attacks originated in the Philippines and are being published by Filipinos all over Facebook, our experts here at Facebook are doing everything they can to stop it from spreading any further (outside the Philippines) and to eliminate the porn and spam threat completely which have been causing other Facebook users ‘a hard time’. Filipinos should also be vigilant and report any spam links and pornographic materials. 41% of Facebook members around the world are aged 12-17 years old, we cannot be exposed to this kinds of things through Facebook. If this continues and more spams keep being posted, we will have no choice but to ban Philippine users from using Facebook. We at Facebook will not tolerate outlandish behavior and indecency.

Please be reminded that this has to stop, Filipinos!

I have noticed that most people in Facebook are posting pornography photos, sharing them which is bullcrap. If Apnea is a sincerely law-abiding citizen (despite being an alt-porn model), why can’t Filipinos do the same? C’mon, we’re always the target when it comes to sex. Foreigners go to the Philippines not only to tour around, but also because of sex.

This didn’t happen before. Unfortunately, since these porn thing went viral and shit, I think there’s something that we really have to do. Don’t just sit there and drool over these porn photos, you think it’s funny? Sharing pornographic material is really a sign of disrespect towards other people. Everything that is related to violence and porn, they’re just sick.

Pornography is not for general viewing

Basically, pornography is one of the social issues in the Philippines. If FHM is pornographic, Playboy’s worse. MAXIM isn’t bad, but it’s still for the matured people. Hentai, however, is alright since Japanese culture thinks that hentai is for entertainment. Why, do you think being a gravure idol is indecent? Malicious? Porn? If Japanese pop culture thinks that this is normal, what about the others? Of course, it’s malice. Malice, like everyone’s showing their kids pornography, which is again, indecent.

I really don’t know what to say, but let’s just hope that there are a handful who will report these photos…

Holiday ba ang May 2, 2011

The previous administration had this policy of moving holidays to another date close to a weekend so that workers could "spend more days with their families" and "to strengthen the Philippine economy by promoting domestic travel and tourism". Since Labor Day 2011 falls on a Sunday, many are wondering whether the holiday is going to be moved on Monday, May 2, 2o11.

The answer would be, "No". The so called "holiday economics" had been junked by PNoy through the Proclamation No. 84 which mandates that "all holidays be observed on the day they actually fall instead of being moved to the nearest Monday for longer weekends as was the practice under the Arroyo administration."

On an ABS-CBN report, Malacañang spokesman Edwin Lacierda also said May 1, which falls on a Sunday, is the regular holiday for Labor Day - not May 2.

MANILA, Philippines – Born 83 years ago in Lingayen, Pangasinan, former President Fidel Valdez Ramos is celebrating his birthday on Friday, March 18, 2011. He was a multi-awarded military officer and had a distinguished career in government.

He is recognized as one of the “heroes of EDSA” for his role in the historic EDSA People Power Revolution in February 22-25, 1986. On November 6, 1992, he was elected the 12th President of the Philippines.

His presidency (1992-1998) was marked by a revitalized and robust Philippine economy, when there was an influx of foreign and domestic investments. The country was hailed as the next Asian tiger economy but the progress was interrupted by the 1997 Asian financial crunch. Prior to his election, he served in the Cabinet of his predecessor, President Corazon C. Aquino as Armed Forces Chief of Staff, and later as Secretary of National Defense from 1986 to 1991.

President Ramos, popularly called as “FVR,” has an impressive academic and professional background. He graduated from the United States Military Academy at West Point in 1950, and obtained his master’s degree in civil engineering from the University of Illinois.

He holds a master's degree in National Security Administration from the National Defense College of the Philippines and a master’s degree in business administration from the Ateneo de Manila University. He fought in the Korean War and in the Vietnam War.

He received several military awards, including the Philippine Legion of Honor, Distinguished Conduct Star, Philippine Military Merit Medal, United States Legion of Merit, French Legion of Honor, United Nations Service Medal, and United States Distinguished Graduate Award. He is the only Filipino to receive an honorary British Knighthood from the United Kingdom, the Knight Grand Cross of the Most Distinguished Order of St. Michael and St. George, bestowed on him by Queen Elizabeth II in 1995.

President Ramos remains active in the local and international scenes, where he is often invited to speak on politics and governance in various forums. He represents the country in the ASEAN Eminent Persons Group, tasked to draft the Charter of the Association of Southeast Asian Nations (ASEAN). He is Chairman of the Board of the Boao Forum for Asia, Co-Chairman of the Global Meeting of the Emerging Markets Forum, and member of the Global Leadership Foundation. He is the Chairman Emeritus of the Lakas-Christian Muslim Democrats (Lakas-CMD). He founded the Ramos Foundation for Peace and Development, a non-partisan organization dedicated to the promotion of peace and development in the Philippines and in the Asia-Pacific Region. He is married to Amelita “Ming” Martinez-Ramos with whom he has five daughters.

Bani, Pangasinan (14 July) -- This coastal town is known for initiating projects that care for the environment and the Earth as a whole, and the town's chief executive intends to live up to that.

Gearing to be a 'Green City' by 2020, Mayor Marcelo Navarro bared the proposed projects of foreign investors for green energy. A windmill project of Japan and a Biomass project of Spain are now in the works.

"The feasibility study for the windmill project is now finished. Our town was identified as their project area with a P90 million grant from the Japan International Cooperation Agency. We are now in the third phase of the project which is proficiency," Navarro said.

He explained that a partnership project has four phases or stages. First phase is the Initiation followed by the Compliance phase. Proficiency is the third stage with the last one being the institutionalization phase.

The windmill project, which can produce 500 kilowatts of power, will come along with the ice maker and fish port projects. "JICA would like to prove that the ice plant and fish port can be run by electricity generated by the windmills. This is green energy," Navarro explained.

f the 12-meter windmill project will materialize, it will be the first in the country. Ilocos Norte's famous wind mill is a lot bigger in size with 111 meters. It is hoped that the project will start in January 2011.

Meanwhile, the Biomass project using rice husks and rice stalks to produce energy is in partnership with Spanish financiers.

"The rice husks and stalks will be placed in a boiler and be channeled to a generator that can produce five megawatts of electricity," he said.

When pressed for answer why his town is almost always chosen as host for pilot projects, Navarro has only one answer. "These funding agencies are looking for local government units that are not tainted with corruption, only good governance," Navarro said. (PIA-Pangasinan)

Pangasinan town puts up food strip for seafood

DAGUPAN CITY, April 23 (PNA) — Binmaley town will put up a unique seafood eatery strip along the road in Barangay Lomboy to serve exclusively seafood, like bangus, siganid (malaga), shrimps, prawns, crabs and others to tourists and visitors.

Binmaley Mayor Simplicio Rosario said each eatery would cook live seafood which the customers could buy from a common fish buying area nearby, to be cooked in their presence.

Speaking during the “Kapihan sa Lenox Hotel” here on Wednesday, Rosario said this was one way by which Binmaley could promote its rich harvest of aqua-marine products.

“I am looking for a lot where we can set up the area from where diners can buy their live fish to be cooked,” Rosario said.

The mayor lamented that though Binmaley produced more bangus than Dagupan, the latter beat his town in putting up the Bangus Festival and in proclaiming itself as the Bangus Capital of the World.

Nevertheless, Binmaley has its own "Malaga and Sugpo Festival" which is being held during the town fiesta first week of February each year.

Rosario said there were many eateries that were serving exclusively seafood along the Amado Espino Sr. Avenue in Barangay Lomboy that led towards the Agno River dike road, before exiting along the national highway leading to Bugallon town.

Binmaley is a first class town in Pangasinan just west of Dagupan City. The town is famous for its fishponds that produces the tasty bangus, malaga and shrimps, among others.

In setting up the seafood eatery strip, the municipal government would put up decorative lights along the road in front of the eateries as its part in promoting seafood to the Filipinos’ palate, Rosario said.

He said he had already talked to owners of existing eateries in that strip, including future entrepreneurs and exhorted them to clean their surroundings and establishments in preparation for the influx of diners. (PNA)

Pangasinan's Pista'y Dayat grandest holiday ever

LINGAYEN, Pangasinan, April 5 (PNA) -- The Pista'y Dayat celebration in the province to be held from April 25 to May 3, promises to be spectacular, fun-filled and the grandest holiday ever.

With heavy preparations now going on, the sea festival is expected to draw thousands of spectators who shall witness must-see events of the grandest festivity in Pangasinan.

Governor Amado T. Espino, Jr. said this year's festivities will showcase his main advocacies -- environment and tourism -- in order to raise the level of awareness among Pangasinenses on the need to save, rehabilitate and promote the eco-tourism industry of the province.

This also serves as a thanksgiving and unifying event among Pangasinenses in their march to prosperity and progress in order to realize the dawning of the Golden Era in Pangasinan.

The Pista'y Dayat 2009 will have its soft opening on April 17 featuring two exciting events to be sponsored by the San Miguel Brewery Inc. like the Dance Revolution and the Battole of the Band.

It will also feature a fluvial parade of colorful and aesthetically designed bancas which will sail along the Limahong Channel, and the conduct of On-the-Spot Essay and Painting competition.

The festival’s formal opening dubbed “Ilog Ko: Bilayen Ko, Aroen Ko,” will be held on April 25, with the launching of the ‘Pakar Awards’ or the search for the cleanest river and riverbanks.

Pangasinan tourism will take center stage with the holding of a Tourism and Trade Expo meant to exalt all native products thru a showcase, exhibit and sale of prime tourist destinations and other best prime and local produce of different towns and cities.

The 'Banda Parada' on April 26 is another activity worth watching as this will be participated in by multi-awarded Drum and Lyre and Drum and Bugle Corps for the delight and enjoyment of the viewing public.
