DAGUPAN CITY, March 17 (PNA) — The Sangguniang Panlungsod (SP) here finally approved the 2011 annual budget of Dagupan, an amount below the proposal of Mayor Benjamin Lim.
The P487-million budget was approved during a special session of the SP on Wednesday by a vote of eight councilors against four.
Under the Local Government Code, the Sanggunian can still approve a budget 90 days from the start of the fiscal year if it fails to approve a budget by December 31 every year.
The amount was P81 million lower than the budget of P568 million proposed by Mayor Lim and even lower than last year’s approved budget of P498 million during the term of then Mayor Alipio Fernandez Jr.
The committee took note of a decision of the Supreme Court reinstating the 16 newly created cities, in which Dagupan City's share from the Internal Revenue Allotment (IRA) might be reduced by P20 million.
The proposed city budget was placed under thorough scrutiny by the city council starting January 16 and during their review discrepancies were discovered again and again, thus the City Mayor’s Office had to amend it several times.
Meanwhile, Vice Mayor Belen Fernandez said they will forward the approved budget to the mayor's office within two days.(PNA)

THE contingent of Dagupan City harvested the most number of medals in the PRISAA Regional Meet held in Laoag City, last October 27-30 with 81 gold, 48 silver and 25 bronze medals.
Dagupan’s total of 154 medals bested the 151 gained by San Carlos City Division, which has been leading the PRISAA games for the past two years.
San Carlos has 77 gold, 45 silver, and 29 bronze.
Powered by about 120 athletes from the University of Luzon out of a 180 total, the Dagupan City Division bagged medals in all the eleven sports events it participated in.
Meanwhile, the San Carlos City Division, mostly represented by athletes from the Virgen Milagrosa University Foundation, won in four events and dominated in athletics.
The 2010 PRISAA sporting event was participated in by some 800 athletes, coaches and officials representing six (6) provincial and city divisions/chapters.
The gold medalists in the various team and individual events will represent PRISAA Region I in the PRISAA National Games, renamed as National Collegiate Games (NC Games), slated on February 20-26, 2011 at the Rizal Memorial Sports Complex in Manila.
The 2011 NC Games will be participated in by 17 regional delegations from around the Philippines.

LINGAYEN–Governor Amado Espino Jr. has submitted a proposed provincial budget of P1.8 billion for 2011, a six to eight percent increase over this year’s budget.
The proposal was given last week to the Sangguniang Panlalawigan for review and approval.
Board Member Von Mark Mendoza said of the proposed amount, P519 million will go to the development fund, P91 million to the calamity fund; P928 million for current operating expenditure, and P928 million for non-office obligation.
For the first time, the provincial government is not proposing any appropriation for capital expenditures.
Of the proposed budget, P1.707 billion will be sourced from the province’s Internal Revenue Allotment.
Mendoza said the provincial board will hold a three-day budget hearing with all department heads before acting on the proposal in it’s next session. –LM

In contrast to previous years, only 50% of the proposed budget will be derived from the city’s Internal Revenue Allotment (IRA).
The other half of the budget will be sourced from local taxes estimated to reach P232 million, and from operating and miscellaneous revenues.
City Treasurer Romelita Alcantara said the proposed 2011 budget, which will be subject to the approval of the Sangguniang Panlungsod, represents a marked improvement in Dagupan’s independence from the IRA, which comes from the national government.
“From a high revenue share of around 70% to 75% a few years ago, we have broken almost the 50% barrier, a result of our firm resolve to gradually break free from our heavy dependence on the IRA share for our budget,” Alcantara said.
Of the total budget, P242 million or 43% is allocated to general public services. This amount will be distributed to programs that will promote order and public safety and for the Judiciary, Register of Deeds, for Administrative Overhead and for the regulatory functions of the city.
Health, nutrition and population control get P30 million, of which P23.7 million will fund the operation of the city health office, P4.2 million for nutrition, and P2.3 million for population control.
For the delivery of social services and welfare, P113 million is allocated.
Economic services get P103 million, covering agricultural services, veterinary services, the operation and maintenance of the engineering office, and market and slaughterhouse operation. Alcantara said the allocation for this sector also includes P56.8 million or 20% of the IRA for completion of priority development projects.
The amount reserved for calamity is P28.4 million, representing 5% of the regular income sources, while the barangays will get P101,000 each.
The P183 million balance of an existing loan with the Land Bank of the Philippines will be allocated an amortization amount of P49 million, representing 9% of the total revenue from regular sources.
“This is well within the debt servicing cap of 20%,” Alcantara said.

DAGUPAN CITY, Pangasinan – The local agriculture office here distributed over 600,000 bangus fingerlings to hundreds of fisherfolk in two barangays of the city sorely affected by recent fish kills.
The fingerlings were distributed among over 55 fishpond owners in Barangays Salapingeo and Lomboy whose supposed bangus produce were ravaged by the recent fish kill.
The huge volume of bangus fry given to the fish pond owners is part of the commitment of the city government and the local agriculture office to help breathe life back into local fish ponds.
The local government will also distribute more bangus fry to more fisherfolk in the city in the coming days in order to revive the vibrance of the fishing industry which is the major source of livelihood of thousands of individuals considering that it is a coastal area.
Dagupan City is known for being the major source of the so-called Bonoan bangus which is widely sold in most parts of Northern and Central Luzon. (Dexter A. See)

CITY MAYOR Benjamin Lim has directed the City Agriculture Office (CAO) to momentarily suspend the renewals of Aquaculture Lease Agreements (ALA) while a plan is underway to dredge the main river tributaries in the city.
Lim issued the order after the city entered into an understanding for a joint effort with the provincial government under Governor Amado Espino Jr. and Binmaley Mayor Lorenzo Cerezo for the dredging of rivers in the province in time for the rainy season to avoid flooding in prone areas.
“In effect, mababawasan ang production ng bangus but what is important ay malinisan at ma-dredge ang mga ilog natin na masyado ng silted,” said Lim.
City Agriculturist Emma Molina recently reported that of the total number of ALA issued to fish pen operators in the city in 2004 numbering around 797, only 124 have renewed as of June 30, which means the remaining 673 are operating illegally.
Lim stressed that after the dredging operation, his administration will apply the “Dagupeño-first” policy for the ALAs, which is required for the operation of fish pens.
NEW OPTIONS
Lim said he is also focusing on establishing a cooperative in order to help poor but deserving fisherfolk in the city.
Lim also requested Molina to study the possibility of dredging the fishponds in Dagupan in order for the operators to increase the volume of their Bangus production. This, in return, will discourage the fish pen operators from using the rivers, said Lim.
He also instructed Molina to study the feasibility of using floating fish cages rather than fishpen.
Lim further asked Molina to convince fishpond operators to venture into producing high-value fish, aside from bangus, such as talakitok.

CITY MAYOR Benjamin Lim called on the Department of Environment and Natural Resources (DENR) last week to put a stop to the unauthorized reclamation and backfilling activities on a portion of the Calmay River along the Jose de Venecia expressway.
Lim said his administration will not tolerate any move that makes a mockery of his rallying cry that “our city is our shared responsibility” as he pointed out his campaign platform of good governance, environment-friendly and flood-free Dagupan.
Lim also vehemently denied that the erring company, 888 Dagupan Projects Inc.is operating under his protection as the activities resumed a day before the Lim administration took over.
The company, led by a William Chua of Mangaldan is reportedly behind the reclamation.
“Even if Mr. Chua is known to me personally, I would not hesitate to crack the whip on him for violating an ordinance enacted during my incumbency, prohibiting the filling up of fishponds in the area,” he explained.
The company was issued a cease and desist order by the DENR Environmental Management Bureau Regional on January 15, 2009 for its failure to comply with the provisions of the Environmental Compliance Certificate (ECC) issued to the firm.
The Sangguniang Panlungsod has determined in its inquiry into the matter that, indeed, the company is defying the cease and desist order issued by the DENR.
DENR-EMB Director Joel G. Salvador explained that under DENR Administrative Order No. 2009-07, no reclamation activity can be done by any individual because only the concerned government agencies are empowered to do it.
“Mr. Chua’s company is supposed to do backfilling in his supposed lot, but instead resorted to reclamation, which is unlawful,” he said.
Lim has also asked Salvador for a listing of all property owners using the necessary ECCs from the DENR as basis in pursuing their illegal reclamation projects.

VM Belen launches new school feeding program
TRUE to her commitment in the last election, Vice Mayor Belen Fernandez again launched her citywide breakfast feeding program targeting pupils from Grades 1 to IV in all public elementary schools in Dagupan.
More than 1,500 pupils were fed during the launching at the Carael and Calmay Elementary Schools and at the Juan P. Guadiz Elementary School in Barangay Poblacion Oeste last July 12.
This was followed the next day at the Bonuan Boquig Elementary School and at the Pantal Elementary School, benefitting another 1,800 pupils.
About 35,000 pupils are targeted as beneficiaries this year.
The children were served oatmeal mixed with chocolate and milk to boost the children’s breakfast meals at home. Students were also given toothpaste and soap for personal hygiene.
Fernandez said the feeding program menu will soon include noodles, mixed with nutritious malunggay.
After the initial feeding, there will be three more feeding days for each school, to be scheduled by the teachers using supplies of oats, chocolate and milk that were turned over by Fernandez.

Dagupan garbage problem is ‘critical’
DAGUPAN City’s garbage problem is now in “critical condition”.
Mayor Benjamin Lim has been informed by the Waste Management Division that the open dumpsite at the Tondaligan beach along the Bonuan shorelines is now facing even more serious management problems after the bulldozer recently bought by the city government for P7.8 million has bogged down.
The bulldozer was bought by the city government three months ago.
“This is not to make somebody look bad but this is the reality we have to resolve as we do the appropriate action.” Lim said.
An inspection team, which conducted an ocular inspection in the area, has recommended as stop-gap measure the rental of heavy equipment to restore the operation of the dumpsite and the spraying of chemicals to lessen the foul smell
The team also said there is a need to purchase another bulldozer to rehabilitate the dumpsite.
Lim said he will seek the provincial government’s help through Gov. Amado Espino Jr. and discuss the matter with the rest of the city government officials.
NO SEGREGATION, NO COLLECTION
Meanwhile, Lim, in a dialogue with barangay chairmen last week, has asked the community leaders to strictly impose segregation at the household level, otherwise garbage will not be collected in their area.
“If there will be no segregation, there will be no garbage collection in your barangays,” the mayor told the village chiefs whom he said “are supposed to be responsible in resolving sanitation problems in their barangays.”
Lim stressed that as mandated by an ordinance, the segregation of non-biodegradable and bio-gradable waste materials should be implemented in the barangays.
The mayor also took note of the request for the dumpsite closure made by Bonuan Boquig Punong Barangay Alfredo Quinto Jr. who raised the issue of health problems posed by the dumpsite to residents in the area.
It will be recalled a similar request by the barangay in 2001 prompted the city government, then under Mayor Lim, to acquire a 30-hectare lot in Barangay Awai in San Jacinto to be constructed as sanitary landfill.
The city government, however, has since lost ownership of the lot after its acquisition.

Lim said he will seek the provincial government’s help through Gov. Amado Espino Jr. and discuss the matter with the rest of the city government officials.
NO SEGREGATION, NO COLLECTION
Meanwhile, Lim, in a dialogue with barangay chairmen last week, has asked the community leaders to strictly impose segregation at the household level, otherwise garbage will not be collected in their area.
“If there will be no segregation, there will be no garbage collection in your barangays,” the mayor told the village chiefs whom he said “are supposed to be responsible in resolving sanitation problems in their barangays.”
Lim stressed that as mandated by an ordinance, the segregation of non-biodegradable and bio-gradable waste materials should be implemented in the barangays.
The mayor also took note of the request for the dumpsite closure made by Bonuan Boquig Punong Barangay Alfredo Quinto Jr. who raised the issue of health problems posed by the dumpsite to residents in the area.
It will be recalled a similar request by the barangay in 2001 prompted the city government, then under Mayor Lim, to acquire a 30-hectare lot in Barangay Awai in San Jacinto to be constructed as sanitary landfill.
The city government, however, has since lost ownership of the lot after its acquisition.

Western Pangasinan teeming with diving sites
DAGUPAN CITY, March 31 (PNA) — A city councilor here, who is a certified diving instructor, confirmed that there are many diving sites in Pangasinan, particularly along the province’s western part.
Dagupan City Councilor Karlos Liberato Reyna IV, president of the Tiblong Diving Association, said divers could explore the underwater sites in Burgos, Anda, Surip in Bani; Bolinao and the Hundred Islands off Alaminos City.
Unfortunately, according to Reyna, Dagupan is not a diving site, because the beach is of black sand and does not have any rock corals, which are what the divers really explore.
When candidates for Miss Earth visited the Hundred Islands late last year, Councilor Reyna was invited by Alaminos City Mayor Hernani Braganza to guide the Miss Earth beauties on how to scuba dive.
”Since most of the Miss Earth candidates wanted to learn how to scuba dive, I taught them only the basics of diving just to showcase to them the underwater beauty of the Hundred Islands”, said Reyna is the grandson of former Dagupan City Mayor Liberato Reyna Sr., once a be-medalled swimmer of the University of Sto. Tomas.
Tiblong Diving Association, said Reyna, was organized not only to promote diving and tourism in Pangasinan, but also to support the campaign for environmental awareness on the need to protect underwater resources.
Legal officer and co-founder of Tiblong is Lawyer Jose Netu Tamayo, also a councilor of Dagupan City, who is an army reservist with the rank of captain. (PNA)

Pangasinan bangus raisers just recovering from last year's typhoon Cosme
DAGUPAN CITY, Jan. 5 (PNA) — The city’s number one product, bangus (milkfish) is now recovering after it absorbed wholesale devastation from the havoc of super typhoon “Cosme” in May last year.
This was disclosed by Mayor Alipio Fernandez Jr., who is himself one of the major producers of bangus in the city.
He said many of the bangus producers who have lost millions of pesos when typhoon “Cosme” unleashed powerful winds that destroyed fish pens have recovered a few months later.
Aside from this, many of the fishponds also overflowed their banks and let loose millions of pesos worth of bangus, Fernandez added.
In order to continue their production, local fishpond and pen owners had to source out their fingerlings elsewhere, even as far as Sarangani province.
The typhoon also exacted damages on bangus breeding stations in western Pangasinan from where bangus producers were normally sourcing out their fry and fingerlings.
Those who were able to immediately re-stock their fishponds after the typhoons were lucky because bangus was priced higher during the last holidays, Fernandez said.
After the typhoon, fishpond raisers had to start the cycle of production from fry to fingerlings and then to mature ones, he added.
Dagupan is where all bangus producers in Pangasinan are bringing their products for wholesale in the city’s fish market before these are shipped to various points in Luzon. (PNA)

DAGUPAN CITY, Dec. 31 (PNA) — A motorcade was held in Dagupan on Tuesday, a day before New Year’s eve, to exhort the people to avoid exploding firecrackers when they welcome 2009.
Spearheaded by the Rotary Club of Dagupan East (RCDE), led by its incoming president Mario Lim, the activity was in support of the “Oplan: Iwas Paputok” launched both by the Department of Health (DOH) and the Philippine National Police (PNP).
Former Dagupan City Councilor Alex de Venecia, RCDE spokesman, said the motorcade called on the people of Dagupan and Pangasinan to adopt the motto “Safety First” by not exploding firecrackers anymore to prevent injuries on New Year.
The motorcade was participated in by personnel from the police, Region 1 Medical Center, Philippine National Red Cross (PNRC) and the media.
De Venecia said their call for people not to explode firecracker is non-political and is being made with great respect to human lives that might be hurt or lost as a result of pyrotechnics.
“We call on people to practice safety first through the Rotary way,” said de Venecia as he anticipated lesser firecracker explosion this year.
For his part, Lim said the motorcade was so successful based on the number of people and civic clubs that participated.
Other rotarians who joined the motorcade called on Dagupan to adopt what they are doing in Davao City which is implementing zero firecracker explosion every New Year’s Day.
They said that if fire cracker explosion cannot really be avoided, there should be a designated firecracker zone in every barangay. (PNA)

Tagging of Pangasinan bangus starts October
Soon there will be no more mistaking bangus from other provinces for the genuine bangus from Pangasinan.
Starting October, bangus produced here will bear blue tags on the fin to distinguish it from the co-called "alien" bangus from other provinces.
Nestor Domenden, regional director of the Bureau of Fisheries and Aquatic Resources (BFAR), said in an interview with The PUNCH that this labeling will protect both the retailers and the consumers against other varieties being peddled in the markets as Pangasinan bangus to safeguard the industry.
“Maski saang palengke, ang sinasabi ng vendor ay Pangasinan or Dagupan bangus yan maski hindi,” Domenden said.
“Pangasinan is not only the biggest producer of bangus but our bangus enjoys a high rate of preference among consumers across the country" he added.
According to Domenden, the Ilocos Region is targeting to produce 125,000 metric tons of bangus this year, 92 percent of which will be sourced from Pangasinan.
About 68 percent of bangus production in Pangasinan are raised in fish pens and fish cages.
The tagging is a project of the BFAR regional field office under the Department of Agriculture in cooperation with the Department of Trade and Industry (DTI) and the Department of Science and Technology (DOST), which designed the label.
Mayor Alipio Fernandez Jr. of Dagupan City, now billed as the Bangus Capital of the World, was the first to initiate labeling of bangus produced in the city.
Fernandez also directed teams to conduct nightly inspection of bangus unloaded in the market and check their sources.
"Alien" bangus are still being sold in Dagupan markets but these are now properly priced against the more expensive but higher quality Dagupan bangus," Fernandez said.
First to be covered by BFAR's tagging policy are bangus from Binmaley, Lingayen, Sual, Alaminos City, Bolinao, San Fabian, Mangaldan, Infanta, and Agno.
Privately-owned companies operating in the province may also opt to label their Pangasinan produce.
The bands, designed for 'one-time-use', cost 12 centavos each, a minimal amount that will be added to the market price that currently ranges from P85 to P90 per kilo.

Unicef donates assistance packs to 13 Dagupan schools
Dagupan City (22 July) -- Thirteen elementary schools in Dagupan City received Monday assistance from the Unicef in the form of child's and teacher's packs.
The Unicef gave 1,500 child's packs and 181 teacher's packs in response to earlier requests for assistance to victims of typhoon Cosme which left heavy damages to properties in several towns in Pangasinan. Each pack, worth some P407, contains notebooks, pencils, water jug and other student needs. The teacher's pack, worth some P683, contains Manila paper, umbrella and other teaching needs.
Mayor Alipio Fernandez, Jr. thanked the Unicef thru its representatives led by Emily de Vera who came to the city to turn over the items to school officials led by Dr. Aurora Domingo in a simple ceremony at the city museum.
Reference materials and library books were also given.
The other recipients of the assistance package were five schools in Dasol town, and 32 schools in Zambales.
The recipient schools in Dagupan are Carael, Juan P. Guadiz, Pogo Lasip, T. Ayson-Rosario, Calmay, Caranglaan, Lucao, Bacayao Sur, Salapingao, Juan Siapno, Pascuala G. villamil, East Central and Salisay. (PIA-Pangasinan)
