LATEST URDUJA PUBLIC ADVISORY:

Governor Amado T. Espino, Jr. hereby declares the suspension of classes today, MONDAY, Sept 15, in all levels -- pre-school, elementary, college and graduate schools -- as uninterrupted heavy rains have flooded some parts of Pangasinan due to monsoon rains brought about by Typhoon "Luis." Work in all government offices are also suspended except for employees who are tasked for relief and rescue operations or members of DRRMCs.

Please take necessary precautions.

SEVERE WEATHER BULLETIN NUMBER THIRTEEN
TROPICAL CYCLONE WARNING: TYPHOON “LUIS” (KALMAEGI)
ISSUED AT 5:00 AM, 15 SEPTEMBER 2014
(Valid for broadcast until the next bulletin to be issued at 11 AM today)

TYPHOON “LUIS” IS NOW OVER THE WEST PHILIPPINE SEA AND CONTINUES TO MOVE AWAY FROM THE COUNTRY.
Location of eye/center: At 4:00 AM today, the eye of Typhoon “LUIS” was located based on all available data at 100 km West Northwest of Laoag City (18.4°N, 119.7°E).

Strength: Maximum sustained winds of 120 kph near the center and gustiness of up to 150 kph.
Movement: Forecast to move West Northwest at 30 kph.
Forecast Positions: Typhoon “LUIS” is expected to be outside the Philippine Area of Responsibility (PAR) this morning and at 811 km West Northwest of Laoag City by tomorrow morning.

PUBLIC STORM WARNING SIGNAL
PSWS # 3 (Winds of 101 -185 kph is expected in at least 18 hrs)
Ilocos Norte

PSWS # 2 (Winds of 61-100 kph is expected in at least 24 hrs)
Cagayan incl. Babuyan and Calayan Group of Islands, Apayao, Kalinga, Abra, Mt. Province and Ilocos Sur

PSWS #1 (Winds of 30-60 kph is expected in at least 36 hours)
Isabela, Ifugao, Nueva Vizcaya, Benguet, La Union, Pangasinan and Batanes Group of Islands

• Public storm warning signals elsewhere are now lowered.
• Residents in low lying and mountainous areas under signal #3, #2 and #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges of up to 2 meters.
• Estimated rainfall amount is from 8 – 20 mm per hour (heavy - Intense) within the 500 km diameter of the Typhoon.
• The rest of Luzon will have monsoon rains with moderate to strong southwesterly surface windflow due to the Southwest Monsoon.
• Fishing boats and other small seacrafts are advised not to venture out over the seaboards of Luzon and over the western and central seaboards of Visayas.
• The public and the Disaster Risk Reduction and Management Council (DRRMC) concerned are advised to take appropriate actions and watch for the next bulletin to be issued at 11 AM today
