Sual mayor tells Dagupeños: You can do it

A MATTER OF POLITICAL WILL

“DOABLE”.

This was the response of Sual Mayor John Rodney Arcinue when asked whether Dagupan City can solve its garbage problem given the volume of waste produced daily and the absence of disposal facilities.

“Kung kaya ng Marikina City, ng barangay Bued sa Calasiao, kaya nila yon,” said Arcinue, pointing out that mayors must make waste disposal a priority.

Sual town has achieved “zero waste” status with its materials recovery facility (MRF) used for segregation, recycling and production of organic fertilizer while plastic or sando bags are grinded and used as mix for hollow blocks and paving blocks.

The facility was set up through the help of the Department of Environment and Natural Resources.

Arcinue said the size of the town or city should not be a major issue.

“Maliit nga yong volume ng basura namin compared sa Dagupan, siguro times 20. Pero ganon din i-multiply mo lang yong pondo at bilang ng tao. Sa amin 12 tao ang naka-assign sa garbage collection and disposal,” he pointed out during the Engkwentro forum of the Pangasinan Press Club last week.

Under Republic Act 9003, or the Ecological Solid Waste Management Act of 2001, local government units are required to implement specific garbage management targets.

Meanwhile, Arcinue said the town’s training center is targeting to produce 500 welders and 500 sewers for the operation of the Sual International Seaport, which will start construction this month.

The national government, through the Department of Transportation and Communication, has pledged P200 million for the project, the provincial government will give P200 million, and the municipal government of Sual will contribute P100 million.

Arcinue said Sual hopes to eventually become a Port City.

Sual is now qualified to become a city income-wise with its P126 million budget, benefiting largely from the presence of the Sual Coal-fired Power Plant run by Team Energy, but its 32,000 population is way below the required 100,000.
