Municipal Police Chief Abubakar Mangelen said the victim was rushed to the hospital by his relatives but was declared dead on arrival by the attending physician.
Sibayan chairs the Municipal Council's peace and order committee.
The killing took place at 9 p.m. Tuesday near the victim's house. Accordingly, he was talking with somebody when the gunmen arrived and shot him repeatedly.
Responding policemen recovered at the crime scene 10 empty shells and two slugs believed to be that of a caliber .45 pistol.
Police are looking at several angles as motive behind the crime.
Pangasinan Police Provincial Director Isagani Nerez said he has created Task Force Sibayan to investigate the shooting incident.
Meanwhile, Mangelen said Barangay Alac has been categorized as a drug-affected barangay.
There were previous shooting incidents in the barangay where victims were suspected to be involved in illegal drugs.
From the time he assumed as chief of police more than a week ago, Mangelen said they have so far conducted two buy-bust operations. Two of the arrested suspects, he said, are relatives of Sibayan.
